In 2004 the Financial Assistance Coordination Team ([[FACT|FACTfaq.pdf]]) was formed by the Director as a standing advisory committee charged with developing and coordinating the implementation of policy and procedures relating to the administrative operations and management of financial assistance in order to streamline and standardize grants management as directed in [[PL 106-107|pl106107.pdf]].  The [[FACT Charter|FACTCharter20041201.pdf]] was [[amended in 2006|FACTCharter20061226.pdf]] to expand this network of subject matter experts.  

The [[membership|FACTMembers200809.pdf]] of the FACT is comprised of regional and program representatives who share a role in the administration of the Service’s financial assistance programs identified in the [[Catalog of Federal Domestic Assistance|cfdasheet.pdf]]. They also assist staff in the use of the federal portal for financial assistance, [[Grants.gov|http://grants.gov]], to publicize funding opportunities and to post electronic application packages. In addition, FACT focuses on uniform business practices that support the Service’s transition to the on-line grant system, eGrantsPlus, and the deployment into the Department’s Financial and Business Management System (FBMS).  

FACT efforts have resulted in the issuance of policy and/or guidance from the Department and Service.  FACT continues to develop [[outreach materials|CrosswalkAcqFA200809.pdf]], reference documents and training tools for the use of Service managers and staff involved with the administration of financial assistance programs.

Normally, as you click on the links in TiddlyWiki, more and more tiddlers are displayed on the page. The order of this tiddler display depends upon when and where you have clicked. Some people like this non-linear method of reading the document, while others have reported that when many tiddlers have been opened, it can get somewhat confusing.

SinglePageMode allows you to configure TiddlyWiki to navigate more like a traditional multipage web site with only one item displayed at a time.  When SinglePageMode is enabled, the title of the current tiddler is automatically displayed in the browser window's titlebar and the browser's location URL is updated with a 'permalink' for the current tiddler so that it is easier to create a browser 'bookmark' for the current tiddler.

Even when SinglePageMode is disabled (i.e., displaying multiple tiddlers is permitted), you can reduce the potential for confusion by enable TopOfPageMode, which forces tiddlers to always open at the top of the page instead of being displayed following the tiddler containing the link that was clicked.

When there are many tiddlers in a document, the standard 'tabbed list of tiddlers' in the right-hand sidebar can become very long, occupying a lot of page space and requiring a lot scrolling in order to locate and select a tiddler.  The TableOfContentsPlugin addresses this problem by replacing the standard tabbed list display with a single listbox/droplist control that uses a very small amount of page space, regardless of the number of tiddlers in the document.

When there are many tiddlers in a document, the standard 'tabbed list of tiddlers' in the right-hand sidebar can become very long, occupying a lot of page space and requiring a lot scrolling in order to locate and select a tiddler.  The [[TableOfContentsPlugin]] addresses this problem by replacing the standard tabbed list display with a single listbox/droplist control that uses a very small amount of page space, regardless of the number of tiddlers in the document.

To view a tiddler, simply select (or double-click) its title from the listbox and it will automatically be displayed on the page.  The listbox also includes special 'command' items that determine the order and type of tiddlers that are shown in the list:

''[by title]'' displays all tiddlers in the document.
''[by date/author/creator/tags]'' displays indented sections, sorted accordingly, with headings (indicated by a '+') that can be expanded, one at a time, to view the list of tiddlers in that section.
''[missing]'' displays tiddlers that have been referenced within the document but do not yet exist.
''[orphans]'' displays tiddlers that do exist in the document but have not been referenced by a link from anywhere else within the document.
''[shadows]'' displays special default/fallback tiddlers that are used by TiddlyWiki to configure built-in features and add-on macros/extensions.

The current list ''display setting is indicated by an arrow (">")'' symbol to the left of command item.  Selecting a command item causes the listbox to be reloaded with the appropriate contents and sort order.

When you are viewing a list of tiddlers by date/author/creator/tags, ''shift-clicking'' on a section heading or command item causes the listbox display to ''toggle between "show-one-section-at-a-time" and "expand-all-sections"'' display options, allowing you to quickly see all tiddler titles at once without having to view individual indented sections one at a time.

The ''size of the listbox can be adjusted'' so you can view more (or less) tiddler titles at one time.  Select ''[-]'' to reduce the size by one line, ''[+]'' to increase the size by one line, or ''[=]'' to autosize the list to fit the current contents (toggles on/off). //Note: If the listbox is reduced to a single line, it displayed as a droplist instead of a fixed-sized listbox.//  You can ''show/hide the entire listbox'' by selecting the "contents" label that appears above the listbox.
